Despite its growth, current funding for Head Start can assist only half of the eligible young children and should be increased. 

Background

Head Start is a child development and education prgram that has served low-income children and their families since 1965.  Head Start addresses the needs of child and family by providing health, education, clerical serivces, and parent-community involvement in one program.  The program's clear emphasis on family and community involvement has intergenerational implicaitons.  Parents and caregivers are active in the planning and implemention of activities.
