Massachusetts State Representative John Lepper's bill on grandparents raising children wins OK Lepper (R-Attleboro) raised two of his grandchildren. He has been trying to raise awareness about the issue since he entered the legislature in 1994. State Representative, Katherine Clark (D-Melrose) describes the new Massachusetts commission on grandparents raising grandchildren. More than five years ago, South Shore grandmother, Linette Kinchen, found herself raising her grandchild. She needed help and found few support services. Knowing she wasn't the only grandparent in this situation, she launched the GRANDFamilies Program of Chicago. Since that time, the nonprofit agency has helped more than 900 families raise their grandchildren.
